In December, Bowles and Simpson proposed a series of steps to reduce the federal budget deficit, cut spending and lower the national public debt as a percentage of gross national product.

Eleven of the 18 members endorsed the plan — majority support, but not enough to meet the commission's requirement to gain 14 votes before sending the proposals to Congress for a vote.

Alice Rivlin and Pete Domenici were the co-chairmen of another panel, the Bipartisan Policy Center's Debt Reduction Task Force.

Rivlin, a Democrat, and Domenici, a Republican, led the task force on behalf of the independent, bipartisan center. They and the task force also issued recommendations for national consideration.

The commission and task force suggestions are in some ways different. But they have similarities. For instance:

--The plans were offered well in advance of the current crisis concerning the debt ceiling.

What's more, they did not link the prospects for steady, long-term reductions in spending, annual budget deficits and federal debt — as percentages of gross domestic product — to the fast-approaching debt limit.

--Both sets of proposals are far more bold and innovative — and more likely to accomplish their stated goals — than anything put forth by President Obama, the Republican-led House of Representatives or the Democrat-led Senate.

--The commission and task force both concluded that deficit and debt reduction require restraints on spending and new forms of federal revenue.

Bowles and Simpson proposed a deficit-reduction formula of 85 percent cuts in spending and 15 percent from revenues.

Among the recommendations on the revenue side were increasing the gasoline tax and broadening the tax base — by treating capital gains and dividends as ordinary income, and limiting the deductions for charitable giving and mortgage interest on second homes and equity loans.
